i'm cate cauguiran... michee has the afternoon off. hi, everyone. good afternoon. >> michelle has the morning off. >> two developing stories at noon. governor brown announcing a drout emergency across the state of california after dryest year on record. in redwood city firefighters still dousing hotspots after a massive fire at a machine shop. the flames then spreading to a nearby apartment building. we'll begin with kpix5 kit doe

who joins us from the smoldering fire. >> reporter: kate there's still a lot of heat trapped inside this building. you can tell because there's still smoke escaping from the roof line. the crews are inside there right now hunting around for hotspots. this fire is now finally under control after five hours. the view from chopper 5 earlier this morning shows a massive column of flames and dark smoke shooting hundreds of feet into the sky and broke out around 6:00 this morning inside a machine shop on gun smith avenue in the middle of a dense mix of industrial businesses and homes. redwood city called for six alarms to keep it from spreading. neighbors banged on doors to wake each other up. one woman rushed out. 17 people evacuated, no injuries, many homes were heavily damaged. >> i think it's part of the life. it's a fire. my family is fine. my kid is fine. we'll get out, we lost personal items but that's it. >> they were pounding on my windows for me to get out so i

had to leave and then the flames were in the air. i thought it was like next door but it's two doors down i guess. >> seems like redwood city has a lot of industrial fires lately . what's going on? >> we have a lot of fires throughout the entire bay area residential as well as industrial areas so we're no different than any other community. >> so the cause of this one still under investigation. if it seems like there have been a lot of fires in redwood city lately you're right. in the past seven months there have been five major industrial and apartment fires. the city says they aren't connecting in any way, just a could incident. live in redwood city, kpix5. other big story today, it was really just a formality, but governor brown has declared a drout emergency for the state of california and he made the announcement this morning right here in season francis could where we find kpix5 with more. ann? >> reporter: the governor is asking all of us to conserve what r starting now as he vows to improve the efficiency of

our entire water system. >> today i'm declaring it drout emergency in the state of california. >> and with that, every californiaan is asked to reduce water usage by 20%. >> we are facing perhaps the worst drout that california has ever seen since records began being kept. >> sierra show pack and reservoir levels are well below normal. in marin county they are already tapping reserves in phoenix lake except for a few days in 2012 that hasn't been done for more than 20 years. >> we are in a unprecedented very serious situation. >> under the drout declaration water transfers will be made easier by cutting red tape. the governor will ask the federal government for money and to speed up the environmental analysis for the delta water project, a plan to build underground tunnels to send water south. for the long term, governor brown says it's time to get serious about building

infrastructure to conserve our water supplies. >> between what is technically feasible and what we're doing is a huge gap. >> for every day californiaans the water restrictions are voluntary for now. >> as the weeks go by, we'll recalibrate and certainly we're holding out the possibility of mandatory conservation. >> yeah, the federal government has already made a move to help california. they've declared about half of the state natural disaster areas which means farmers are eligible for low interest loan, frank? >> so what about the possibility of a water bond? >> the governor talked about that today. he said a lot of water agencies are pushing for that but politically would he have the votes behind that? that seems look a stretch so it is a possibility but he said he's going to be realistic about that possibility. >> right now time to conserve. okay, live for us in san francisco.

bottom line is we need some rain and let's turn to our meterologist and find out how bad is it lawrence? >> it's very bad. in fact remember last year, the dryest year on calendar record starting back in 1849, we began keeping records but now, looks like more dry weather continuing since our rain year beginning july 1, we've only seen just over two inches of rain so here we go. we've got extreme drout conditions through central california extending in the sierra, nevada and parts of nevada. also severe drout conditions also continuing across much of nevada. high pressure has been the dominant feature continuing to send most of the jet stream and all those storms well to the north, when might we see rain? we'll talk more about that coming up guys in just a couple minutes. back to you. developing news in southern california now. authorities in la county had three men in custody suspected of starting a wild fir that has destroyed five homes and as edward lawrence tells us firefighters now have that fire partially contained. >> crews say they've been able

to keep the wildfire burning east of los angeles about 30% contained. >> aside from the few flare ups that occurred overnight crews made good progress. >> officials say conditions are still ex stream and plan to hit the fire hard from the ground and air to keep the 1700-acre blaze in the mountains from spreading but it's too late for five homes which were destroyed, including rental units on the historic grounds of an estate built in 1924 by the singer sewing machine family. this man lost everything including his car. >> so we pushed it and we pushed it from back there. if i'd left it back there it would have been okay. it would have been okay. >> the interior of this house has been reduced to rubblend it's still burning. the wildfire damaged at least 12 other homes. >> are we allowed to go up and grab anything? >> more than 2000 residents are still under evacuation orders waiting to be told when it's safe enough to return home. three men are now in custody

for starting the fire. >> they smelled of smoke and i asked them if they were coming from the fire and they said they were camping up in the foothills and they woke up and saw the fire and got scared and ran. >> the three men are expected to be charged with fire felonies today and could be liable for the cost to fight the fire. in glenndora, california, edward lawrence, kpix5. >> many residents are under orders to stay away but people living in glenndora have been allowed to go back in. a red flag warning remains in effect in the surrounding area. the man san jose police arrested in an arson case will be in court at 1:30 today. 48 year old patrick william brennan is in santa clara county jail. he's booked on two counts of arson but suspected in a dozen fires on the eastern edge of downtown all set within a five day period that ended sun. the most destructive of the fires was this one on thursday last week. it caused an estimated $5 million in damage to a

warehouse at julien and 28th street. brennan lived on east san antonio street on the same block as three of the fires, that's where he was arrested wednesday night. police say he was cooperative and provided a lot of information. >> at this point, we are extremely certain that we have the individual responsible for all of the arsons that have occur in the city. >> the break in the case came when a san jose police sargent searched through a database of convicted arsonists. he was convicted in 1999 of setting 16 fires in the foothills surrounding santa clara value. a few years before that he had an arson charge for setting fire to forest debris at grand canyon national park. now while his arrest brings relief to people who live in those neighborhoods some people are dealing with the damage already done. vince and sharon levenia are unable to live in their home because there toss much fire damage. they are glad a suspect is in custody but upset about their losses. >> i think this person needs to be put away for a long time for

creating such evil and heinous acts. >> i just don't understand how anybody can cause this much destruction. >> neighbors rescued them last week after a fire began on their front porch and quickly engulfed thane entire house. two middle age women in santa clara county died this week from the flu bringing the total number of deaths to six in that county. there were 15 severe cases which required patients to be admitted to the hospital. that's almost twice the number for the 2012-2013 flu season in santa clara county. there were eight deaths from the flu the same time last year. a bicyclist in the south bay hospitalized after being hit by a vta light rail train. it happened about 7:30 this morning in san jose at southwest expressway at stoke street in the del mariata southwest neighborhood. trains had to use a single track causing service delays. no word on the condition of that bike rider. a short time ago san francisco mayor ed lee

addressed the cities affordable housing crisis and proposed a plan that includes construction or renovation, of 30,000 homes over the next six years. >> we are all responsible. this is a crisis of our own making, for too long in san francisco, we tried to have it both ways. we want more money for affordable housing but too often we scale back the very projects that generate those funds. >> mayor lee wants to double the amount of down payment help that the city can provide up to $200,000, spoke at the former hunters point naval shipyard currently construction zone for about 250 town homes. a major change is coming to the nsa, and your privacy. president obama is ordering the nsa to get judge approval before it can access anyones phone data. the president also doesn't want the nsa to store that information and is asking the attorney general to figure out who should. those in the intelligence community though are concerned

to seattle two days ahead of their show down with the seahawks. the division rivals will face off in the nfc championship with the winner advancing to super bowl 48 and one things for certain, the crowd will be loud. >> the niners have their work cut out for them. yesterday, at team headquarters players were busy practicing on the field. sunday, the niners will tackle a top seahawk defense, not to mention overcome seattle's home field advantage and the seattles century link field, the fans won't be the only challenge. in december the crowd broke a guiness world record, 137 decibels. to give you a come par it son inside a bart train the noise is between 70 and 90 decibels and a harley registers at 104. >> it's loud, it's damaging, it's dangerous and really hard to play football in. >> even a company that makes some of the loudest speakers out there could only crank it up to 130 decibels. >> the stadium in seattle will

little in the way of wind. the temperatures just getting cranked up now, 66 degrees in livermore, 62 in concord, 63 san jose and 58 degrees in san francisco. into the afternoon we go, plenty of sunshine and hazy conditions, mostly clear tonight, a little chilly in some of the valleys this morning we dropped off from the 20s in the north bay valley could get there again tonight and then mostly sunny and then a cool weekend on tap for the bay area, maybe a couple patches of coastal fog, but high pressure has been the dominant feature all week long, in fact almost all season long, this ridge is beginning to slide just a little bit further to the east and as it does our temperatures should start to fall off a few degrees each day. 76 in the monterey bay and about 61 degrees in yosemite, around the bay yes more records could fall, 72 san jose, 69 hayward, eastbay numbers in the low 70 and inside the bay looking at 71 at berkeley, 72 oakland and 69 in san

eastbay. the oakland zoo. one of the most amazing places for relaxation, curiosity, and education and for a few, a job of a lifetime. >> the best part of my job is waking up every morning knowing that i'm going to get to work with these guys. >> as we wake up and contemplate our morning breakfast the food is in the mind of the local residents. >> they really love their brand, it's a really positive experience for them. >> but all is the same and while i love my pedicures, they are a daily necessity for the elephants. >> they love getting their pedicures, trimming on the nails just like you would get them, we also do filing, it's just a little bit bigger scale. >> it's no secret to man or beast but the bay area is warm. does weather affect the elephants? >> they don't particularly love the rain so when it does rain they are kind of big babies and they just want shelter, but the best part about this winter is that its been so dry that they've been loving these sunny beautiful days we've been having. >> but the weather has not been

today.... and she's loving . ma describes herse first lady michelle obama hits the half century milestone today, and she's loving it. mrs. obama describes herself as 50 and fabulous. there's a big birthday celebration for her at the white house tomorrow and it's rumored beyonce may sing. >> among others. >> [laughter] todays lunch menu we've got steak pizza. >> sounds good. tony and his daughter stephanie shows us how steak and pizza lovers can make the best of both world's. >> if you like steak, pizza, what about-- >> i do. >> so in the sauce you have tomatoes, peppers, a lot of herbs in here because you'll have to take spin ash in the sauce that's what makes it so soft. >> we'll add in more fresh herbs.
